Hope Menekaunee Harbor Can Be Done For Walleye Tournament
Improvements at Menekaunee Harbor, reconstruction and widening of Pierce Avenue from Cleveland to Edwin streets, the upcoming Cabella's Walleye tournament and use of room tax funds were among items that dominated discussion at the Marinette City Council meeting on Tuesday, Feb. 7.
Department of Public Works Director Mike Swiatnicki gave an update on Marinette City Park enlargement product, stating that in the last few weeks 13 camping sites were roughed in and brush and one tree were removed. Wood from trees removed for the project will be used as firewood for the campground or sold as saw logs.
In his recycling report, Swiatnicki said Waste Management will accept all plastics. Other issues in reference to DPW operations including recycling, metal collection, e-cycling, yard waste and hours of operation will be addressed at the next meeting.
City Council approved the recommendation of City Engineer Brian Miller to accept a proposal from Jones Sign Company to design the Menekaunee Harbor main entrance sign for $3,225. The proposal includes a provision that if they are allowed to bid on the sign itself and their design is used, they will give half of the design fee credit back to the city.
Miller said the proposal is a very fair amount, is cost compliant and is for a very high quality sign. Menekaunee Harbor currently lacks a main entry sign.
Mayor Steve Genisott asked the Council to consider a contract amendment from Robert E Lee and Associates, Inc. for additional services related to the Pierce Avenue reconstruction related to the Marinette High School traffic flow and entrances to accommodate the new Community Center. A proposal was made to meet with the Marinette Superintendent of Schools to use professional services to change the flow and access to the school and coordinate the work so it is being done at the same time as the road construction is being done for the new Center. Costs could be over $150,000 and the city would pay $6,000 of this as a goodwill gesture.
Miller discussed a contract amendment from AYRES Associates for additional services related to design and construction of a new restroom facility, transient boat docks and other amenities at the Menekaunee Harbor Site. Total cost of the project is $880,914 with an amendment of $83,000, which is included in the grant amount. Of the $880,914, the city will receive a DNR grant of $440,457 which has been approved, but not yet awarded by the DNR at this time. The grant process has to go though a passive 14 day review due to the fact that it is over $250,000. If there is no comment, the grant will be issued to the city, Miller said this is just a common procedure and normally the grant is processed without resistance.
The balance of $440,457 would come from TIF # 3. This is an important project if the City wants the Walleye Tournament to be a huge success, Miller said. The DNR often allows some work to be started ahead of time, so we can start preparation for the upcoming tournament, Miller said.
Mayor Steve Genisott reported that the Room Tax from local hotels is now under the jurisdiction of the Tourism Commission as required by State law. The City can still keep up to 30% of the room tax to be used for City operations.

Parks and Recreation Director Kent Kostelecky reported that he applied for and received two grants for the Parks and Rec Department, one in the amount of $5,000 from Travel Wisconsin Tourist Information, of which can be used for labor and improvements inside the community Center and the second, in the amount of $5,930 to be used for expenses for the Cabella's National Walleye Tournament.
Council approved hiring Jim Scherrer of Scherrer Construction Company of Burlington,Wis. to be construction manager for the Community Sports and Recreation Center. Local contractors will bid to do the actual construction work. For the construction manager fee of 2.25 percent of the total project cost, Scherrer will put bid documents together, handle the bidding process, and then make sure contractors are meeting deadlines and specifications. The anticipated $500,000 in in-kind work will be deducted from the project cost and the Scherrer percentage will not apply.
Dale Minzlaff spoke on behalf of Marinette Legion Baseball, asking for council support for replacement of bleachers at the Baseball Field. One set of the bleachers will be repaired and upgraded by Marinette Legion Baseball League but the other set is old, out of compliance and beyond repair, Minzlaff said. These not only need to be replaced for safety but also in preparation for the Wisconsin State Baseball Tournament that they will be sponsoring in 2018, Minzlaff said. Cost is approximately $11,000 for a new set. Possible options were discussed such as left over funds at the end of the year, reaching out to service organizations, fundraisers or addressing the finance committee. Minzlaff stated they have already expended their resources with service organizations as well as are doing fund raisers for general operation of the organization. After discussion, a motion was made and approved to forward the request to the finance committee for future review.
