Marinette Council Awards Sale of Notes for New Rec Center

The Marinette City Council awarded the sale of over $2 million in General Obligation Promissory Notes and $8 million in Note Anticipation Notes during its regular monthly meeting Tuesday. June 6.

The lowest of the seven bids for the General Obligation Promissory Notes, Series 2017A came from UMB Bank in Kansas City, Mo., which offered $2,341,475 at a 1.936 percent interest rate. The lowest of the four bids for the Note Anticipation Notes were from Bankers' Bank in Madison, which offered $8,439,638 at a 1.8314 percent interest rate.

The sale of the notes came after the council approved the borrowing of over $17 million, over $15 million of which is for the construction of the new Community Rec Center.

The council also approved a bid totaling $5,280 from Biehl Construction for the paving of Hattie Court Alley, approximately $31,000 for the construction of the main entry sign and flag pole base at Menekaunee Harbor Park, and a payment of $130,871.44 to Alfredson Brothers Constructions Company for the site improvement and restrooms project at Menekaunee Harbor. Payment requests, totaling $66,748.62 and $42,751.89, respectively, from Barley Construction and Scherrer Construction for the new Rec Center were also approved.

Also on the agenda, the council awarded a cigarette and tobacco products retail license to Kwik Trip, Inc. for the store being opened at 2103 Hall Ave. and a retail Class "A" intoxicating liquor license to Shopko Stores Operating Co. for the store located at 2741 Roosevelt Road.

During the meeting, Mayor Steve Genisot recognized four youth from the Marinette High School Student Senate for the 2016-17 school year: Chris Baker, Kody Klumb, Kyle Klumb and Kaylee Oscarson.

"On behalf of the City of Marinette, our Common Council and myself, I'd like to thank you for your participation as a City of Marinette student representative," Genisot said. "This was the first year that the program was tested, and you were an impeccable example of the ongoing partnership between the city and the school district in learning through local government."

High school teacher and advisor Mikal Gunderson thanked the council for allowing the program to be possible and introduced the high school's two student representatives for the 2017-18 school year: Jake Anderson and Ben Everson.

"I just want to thank everybody for allowing us to do this for the first year," Gunderson said. "Hopefully this program will continue to grow and to build the relationship between the school district and the City of Marinette."

Genisot also recognized four recently retired city employees: from the Fire Department, assistant chief Brad Bourdelais, who worked for the city from Nov. 4, 1984 to May 30, 2017, and assistant chief Mike Powers, who was with the department from Jan. 10, 1990 to Dec. 31, 2016; from the Water & Wastewater Department, water utility distribution chief Sheldon Schultz, who worked from Jan. 8, 1990 to May 19, 2017; and from the Police Department, Lt. Pete Springer, who was with the department from April 19, 1992 to March 6, 2017.

During the monthly meeting of the Parks and Recreation Committee earlier in the evening, Superintendent of Public Works Mike Swiatnicki noted in his report that work on the Higley Building is almost completed and it will be ready for summer playground use. He also thanked the nearly 25 volunteers who helped spread woodchips at the playgrounds in City Park, Higley Park, Daggett Park and Fred Carney Park during a volunteer cleanup day on Saturday, May 20.

Additionally, Swiatnicki outlined some of the Park Department's priorities for potential future projects, including remodeling the existing bathroom and the construction of a new bathroom near the pavilion at Red Arrow Park; replacing playground equipment, updating electrical and adding city restrooms at Stephenson Island; and replacing playground equipment and building a shelter area near the playground equipment at the Duer Gym.

In his report, Recreation Department Director Kent Kostelecky stated that the draining and cleaning of the city pool has begun and the pool should be open for the season start on Monday, June 12. Three movies will be shown on Friday night at dusk on Stephenson Island throughout the summer: "The Lego Batman Movie" on July 7, "Moana" on July 21 and "Sing" on Aug. 11.

Upcoming special events include free pool admission from 1 to 4:30 p.m. and free tennis from noon to 5 p.m. for families accompanied by their dad on Father's Day; a summer water bash at the Civic Center pool from 6:15 p.m. to 8:15 p.m. on Friday, June 16; a kid's fishing derby on Stephenson Island from 8 a.m. to noon on Friday, June 23; a kid's parade at 1 p.m. at the Civic Center on Friday, June 30; and free swimming at the Civic Center pool from 1 p.m. to 4:30 p.m. on Tuesday, July 4.
