Athelstane Annual Meet, Budget Hearing Nov. 12

Issue Date: October 31, 2019

The Town of Athelstane annual meeting and budget hearing will be held at 6 p.m. Tuesday, Nov. 12, after which the town budget for 2020 will be adopted along with the town property tax levy needed to support it. The board held a budget workshop session on Monday, Oct. 14 to finalize the budget prior to the hearing.

Road work occupied much of the discussion at the board's regular regular monthly meeting on Tuesday, Oct. 8.

Town Chair Kelly Barnes clarified some issues involved with encroachments on Glen Lake Road. He explained if someone builds something on someone else's property, that is an encroachment, and this prohibits the owners from selling these properties because there will be clouded titles. There also are encroachments on town property which will be resolved with deed exchanges which will benefit the property owners.

Barnes mentioned that Northway Drive was supposed to be paved that day, but the county couldn't get the material. He said paving would instead be done on Thursday, Oct. 10 and the road would be closed all day, and also said crack sealing of town roads would be completed during the coming week, weather permitting.

Barnes reported on a project that will be done on Bolander Landing Road. He said this project is encouraged by the county and is a joint venture between the DNR, the county and the town which will improve the water quality.

Later in the meeting Supervisor David Jose moved to grant permission to Barnes to pursue any grants available to improve the boat landing on Bolander Landing Road. The motion was seconded by Supervisor Denis DeJardin and approved.

During time for public comment Town Treasurer Greg Reinhard praised the town crew for the work that is being done on Bolander Landing Road. He said the town can be proud of this crew that works together.

Reinhard had a concern about a 6" pipe going out into the lake, and suggested they should make it removable or accessible for cleaning.

He mentioned the speed limit on one of the roads in Dunbar has been reduced to 45 mph because of the hills and curves, and also mentioned the City of Marinette fined someone $1,200 for a dog running at large and not being vaccinated.

All town officials and 13 members of the public were present. they were advised by Barnes that the town attorney had sent letters to the property owner on Nelson Road regarding the gate issue but so far there had been no reply, and also that a letter had been sent to a property owner on Tetlow Terrace.

Gary Jobelius questioned the thickness of the blacktop on Northway Drive " two inches or three inches. Barnes said the blacktop should be four inches thick, but if it had been they could only do one quarter of a mile for $62,000. By using two inches they can do a half mile for that price.

Kelly LaCount reported that Northway Drive was being prepared for blacktopping. They are working on Bolander Landing Road and the next project will be mixing salt and sand.

Also without dissent the board approved a motion made by Barnes to eliminate an out lot on the east side of Northway Drive at Bennet Road by allowing that piece of land to be deeded to the town.

Treasurer's report was approved as presented and all bills were approved for payment. Reinhart reported the town had a balance of $420.16 in checking, $184,570.74 in the general money market account, $127,454.54 in the Tax Money Market and $120,000 in the Local Government Investment Pool for a total of $432,445.44.

Barnes reminded everyone of the Clean-Up Days that were to be held on Oct. 12 and 13, and Fritz Schneider expressed concern about the $40 and $50 recycling fee set for TV's disposed of on clean-up day. There were comments that the town has a card system for property owners in Athelstane which may be out of date so the system may need to be upgraded and enforced.

Fire Chief Scott Durian reported the Fire Department had one meeting, and two trainings in the past month, and responded to one call - an ATV vs. truck accident on a Forest Road.

Clerk Janice DuChateau was given permission to apply for an Election Security Sub-grant for up to $1,200 from the Wisconsin Election Commission to pay for upgrades and software needed for the computer system for handling election returns.

The board agreed to purchase an Ariens 24" deluxe snow blower for the recycling center from Northwoods Power Equipment for $989.10.
