
Athelstane Adopts Budget, Adds To Building OrdinanceIssue Date: November 25, 2020 At a 6 p.m. Budget Hearing and Special Meeting of Electors on Tuesday, Nov. 10, the Town of Athelstane 2021 tax levy of $260,386 was approved without dissent. Later, at a 6:15 p.m. regular meeting the Town Board adopted the 2021 town budget as presented at the budget meeting.
There were no questions or comments on the proposed budget, and the budget hearing was adjourned by Town Chair Kelly Barnes at 6:03 p.m., after which the Special Town meeting was called to order. On motion by Scott Durian, seconded by Gary Welsch, minutes of the 2019 budget meeting were approved without dissent.
There were seven electors present, plus Barnes, Supervisor Denis DeJardin, Clerk Janice DuChateau and Treasurer Greg Reinhardt. Supervisor David Jose was absent.
Those present discussed increasing the town tax levy so more roads could be blacktopped. Because there were only a few electors in attendance, it was suggested to have a detailed plan to present at the Annual Meeting in spring for discussion and possible action.
Motion to approve the 2020 Town Tax Levy in the amount of $260,386 was then made by Fritz Schneider and seconded by Durian. Everyone present voted in favor, and the meeting was adjourned at 6:07 p.m., after which Barnes called the regular board meeting to order.
At that meeting Barnes and DeJardin officially approved a motion to adopt the 2021 town budget as approved at the annual meeting.
Barnes reported on three on-going issues:
*They are still waiting for a title search on the Nelson Road issue;
*There had been a verbal agreement from the property owner on Glen Lake Road to sign the deed, but now he is refusing to sign it, and
*The building inspector had gone to inspect a building on Tetlow Terrace but was denied access, so the owner is now in violation of a court order and the matter will proceed to the next level.
Later in the meeting Barnes and DeJardin approved a motion to have the town attorney send a letter if necessary to the property owner on Glen Lake Road regarding the garage that sits on town property.
Under Old Business DeJardin and Barnes approved a motion to amend the building ordinance by changing "living space" to "footprint", and under New Business they approved an amendment that adds a Section 4B of the building ordinance that states, "All manufactured homes are required to be put on a concrete slab with hurricane tie-downs, regardless of age."
The Planning Commission did not meet in August.
Supervisor DeJardin reported that the attendant's shack at the Recycling Center is complete. He also mentioned that the contract with Waste Management will need to be addressed next year.
All bills were approved or payment as presented, as was Reinhart's monthly Treasurer's Report showing the town had $7,812.23 in Checking, $233,565.30 in General Money Market, $118,085.46 in Tax Money Market and $121,245.27 in the Local Government Investment Pool, for a total of $480,708.26.
During time for public comment Reinhardt asked if items on the agenda could be more specific.
In his Highway Report, Kelly LaCount said roads are being graded and plows and wings have been installed on the trucks.
Fire Chief Scott Durian reported the department had one meeting during the month. They received $4,800 for aluminum cans.
The Planning Commission did not meet in August.
The third meeting of the evening was adjourned at 6:40 p.m.
