Board Hears Plan For Rescue Mile Markers On Peshtigo River

Stephenson Town Board will hold its regular monthly meeting at 7 p.m. Wednesday, Aug. 11, with the agenda to include some items that would have been considered first at a committee meeting.

Town of Stephenson Committees generally meet on the first Wednesday of each month, preceding regular meetings of the Town Board at 7 p.m. on the second Wednesday. The Aug. 4 committee meetings were cancelled, and items intended for them are being placed on the agenda for the Aug. 11 meeting of the full board.

The July 14 town board meeting included some discussion on installing community mail boxes, which reportedly will be required by the Postal Services in the future. The Board took no action on the matter, and agreed to have further discussion after a committee meeting at which they planned to work on the land division ordinance to include verbiage for the community mail boxes.

Also at the July meeting, discussion on using the ARPA funds was set aside for discussion at a future committee meeting.

A request from the DNR at the July 14 meeting to possibly have the town fire department obtain permission from private property owners along the Peshtigo River, at least from Don Brooks Park by the bridge on W in the village to the Highway 141 bridge will also be coming up for more discussion in the future.

There have been several drownings and more close calls in that popular and heavily used stretch of river in recent years, and calls for rescue of rafters, inner tubers and recreational swimmers who have encountered problems. There has been a proposal to place mile markers along the river bank to help rescue workers quickly locate persons on the river who may be in distress.

DNR Warden Dale Romback explained that the DNR did not ask to have the signs placed, but was simply offering a suggestion that would help rescue workers find someone who needed help. Romback said since the signs would be placed on private property, permission is needed, and he felt the Fire Department may have more luck getting agreements from property owners than the DNR would.

He showed the board an example of a sign that may work and said they would need to be maintained in terms of making sure grass and brush are cleaned out from in front of them to make sure they are readable.

Town Chair Mike Kudick said the Village of Crivitz has already agreed to help with the cost and placement of the signs. The proposed signs would start at Don Brooks Park and go to Highway 141, a distance of 3.6 miles, with signs placed every half mile or so.

Kudick said there would also be something permanent posted on shore, probably at the Park, at the landing off Hwy. 141, and possibly at the Peshtigo River Campground, explaining how to read the signs.

Supervisor Jim Stradal, who also is fire chief, stated he would contact an individual who had previously offered to check with property owners along the river to see if he came up with any answers yet.

Town Attorney Kim Coggins will check on an exclusive license to present to property owners willing to allow sign placement.

The discussion ended with general agreement by the board that it will be considered again after more information is gained.

Action items at the July 14 meeting included accepting the low quote from Northwoods LP to provide propane for 1.299. The other quote, from Countrystyle Propane, was for $1.368.

The board approved a Class B Combination liquor license for Kapal's Country Inn LLC for July 15, 2021 through June 30, 2022, and approved Phillip Kapalczynski as agent for Kapal's Country Inn LLC and John Greene as Agent for Dolgen Corp, which is doing business as Dollar General.

Operators licenses to expire on June 30, 2023 were approved for Paul Kapalczynski, Brittany Muldowney, Charles Larsen, and Margaret Winters-Kinziger.

Rob Kamps Land Surveying presented a survey for Doug Wagner and Jamie Nolan for four lots with ingress and egress to Leskovec Lane. The board approved, with Supervisor Lieuwen abstaining.

Under public comments Dave Bentzler complimented the Public Works crew for doing a great job on the Boat Landing 3 improvements.

Under correspondence, Clerk Elaine Olson stated she had received a â€Thank You†from the Operation Remember Committee and Crivitz Business Association for the town's donation toward building the Veterans Park Memorial.

Department reports were given for Fire by Chief Jim Stradal, Public Works and Recycling by Superintendent of Public Works Craig Baeten, Supervisor Lieuwen for Building Inspector Jane Meissner, and Code Enforcer Diahann Graham. Canine and Water Patrol were not on hand.

Present for the meeting were Chairman Kudick, Supervisors Jeff Franzmeier, Lieuwen, Stradal and Andrew Rogers, Treasurer Mary Jane Kempka, Attorney Coggins, and Clerk Elaine Olson plus 11 others.
