Crivitz Offers Help To Fill Day Care NeedsIssue Date: August 5, 2021 Need for more housing and more access to day care for children of working parents have been identified by Crivitz Village Board as two of the biggest needs of the community. One of those needs was at least partly addressed at the board's regular monthly meeting on Wednesday, July 28, when an agreement aimed at helping Crivitz Youth Inc. Daycare expand its staff was approved.
The employee training agreement drafted by Village Attorney Frank Calvert calls for the village to use funding obtained through the American Rescue Plan Act of 2021 (ARPA) to provide up to $300 per employee up to a maximum of $3,000 to help the CYI Daycare program attract and train more workers so their facility can provide day care for more children. Calvert said the reimbursement is tied to the day care workers remaining on the job for at least a year.
The Board is also encouraging others to get involved in providing daycare services, or at least encouraging them to look into the possibilities. A July 26 posting on the Village website states the village is considering creation of a program to assist with funding new daycare start-ups using monies received from the federal government under the American Rescue Plan, and this has been identified by the US Department of the Treasury as an eligible use for the funding.
â€ÅWe would first like to get an idea of how many people in the immediate area, if any are interested in starting such a service in their homes or elsewhere,†the posting states, and invites anyone interested to send an email stating their interest to mpadgett@vocwi.com by Friday, August 6. â€ÅUnfortunately, at this point in time we do not have information as to what specifically is needed in the way of training, certification or building requirements to start such a service,†the notice adds.
The board is again in the process of hiring a new police chief to fill the position vacated when the village's first police chief, Mike Frievalt, retired in 2019. Various attempts to permanently fill the position fell through and there were some major changes in board leadership in the intervening months. Currently Sgt. Randy Miller of Marinette County Sheriff's Department is serving as interim Police Chief. Plans for the latest round of recruiting and hiring a new chief were worked out by the board's Operating Committee and approved at the July 28 Village Board meeting.
The board approved advertising for a full time police chief for four weeks, and agreed to contract with Langan & Associates to provide Police Chief interview and hiring consultant services and handle pre-employment background investigation at a cost not to exceed $2,000.
Votes approving the Langan & Associates agreement were cast by trustees Michael Strandt, George R. Gocht, Stew Swanson, and Village President Amy Grandaw. Trustee Ginger Deschane abstained and Trustee Jeff Dorschner was absent and excused.
Clerk Marilyn Padgett said applications can be submitted in person, by e-mail, or by regular mail. Langan personnel and Acting Chief Randy Milller will be involved in selecting candidates to interview and will participate in the interview process. Village Board members can sit in as observers for the interviews but cannot ask questions, actively participate in the interviews, or interact with candidates. To a question from Trustee Swanson, Padgett said any questions the trustees want answered would need to be submitted before the interview process begins. She explained that is because the interviewers need to be sure all candidates are asked the same questions.
The board approved a street use permit to the NewCap Transportation Program and Team Annemarie for WDSA for a Family Fun Day event on Saturday, July 31. The street use permit allowed closing Hall Ave. between Louisa Street and Spur Street from 8 a.m. to 8 p.m.
Calvert reported the village's Municipal Court cases are finally all caught up after falling behind when the Covid-19 shutdowns were in effect.
Other business of the meeting included approving a motion offering the Town of Stephenson $10,000 from the Perpetual Care Fund for purchase of a town-owned parcel adjacent to the Forest Home Cemetery.
The board accepted quotes from Ron Gerbyszak to grind three stumps in the cemetery for $275, to be paid from the Perpetual Care Fund, and from T&T Tree Trimming to remove two trees from Crivitz Community Veterans Park for $1,200.
Contract proposals of not to exceed $23,000 from Mueller Electric for a generator, installation, concrete slab and wiring, and not to exceed $1,500 from Dama Plumbing & Heating for connection to natural gas for the Wastewater Treatment Facility backup generator were accepted.
Payment of $679.99 to Andy's Ace Hardware for fire department exterior door locks; $604 to Mueller Electric for fire department garage door photo eyes, and $1,500 to Spielbauer Fireworks for additional July 4th fireworks; as was payment of various other vouchers, including $700 to Straight Flush Sewer for sewer jetting on Main and George Streets, and $900 to Mueller electric for wiring at the Wastewater Treatment Facility.
Establishment of a July 4th Savings Fund within the Dedicated Funds Account to be used for future events was also approved. The account begins with a balance of $2,244, thanks to excess revenues from the July 4, 2021 celebration. Trustee Ginger Deschane commented the people involved with the 4th of July events were very happy with all the generous donations this year.
The board approved a motion clarifying that the $4,000 they approved in June as a donation to the Crivitz Business Association for the Veteran's Memorial will be funded from the ARPA Fund, since it has been determined to be an eligible expense and had previously been discussed in committee.
The board also approved granting a class A retail liquor and fermented malt beverage license effective 7/28/21 through 6/30/22 to Angela Loukus, Agent, for Kwik Trip, Inc., and also a cigarette license for the same period.
A beer and wine picnic license was approved for Jolene Huc as manager for Crivitz Business Association for the Art in the Park event to be held at the John Shaffer Pavilion in Crivitz Community Veterans Park from 11 a.m. to 4 p.m. on Friday, Aug. 13.
Operator licenses were approved for Christine Engelbrecht, Theresa Busse, Vicki Duprey, Linda Kaufman, Patricia Rand, and Lynne Bywater.
