Stephenson Board Hold Special Town Meeting

Issue Date: September 16, 2021

The Stephenson Town Board held a special closed session meeting at 5:30 p.m. Monday, Sept. 13. The motion to go into closed session stated its purpose was to consider "... financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigation." It then specified "Consideration of specific problems" as subject of the closed meeting and indicated board members would not reconvene into open session before adjourning. No further explanation was offered.

Regular monthly board meetings are generally held at 7 p.m. on the second Wednesday of each month. Present for the meeting on Wednesday, Sept. 8 were Town Chair Mike Kudick, Supervisors Jeff Franzmeier, Jeff Lieuwen, Andrew Rogers, and Jim Stradal, Treasurer Mary Jane Kempka, Clerk Elaine Olson, and 17 others.

Under correspondence, Clerk Olson stated she had received two requests from the Village of Crivitz, one was an offer to purchase some town land and the other for the town and village to possibly work together on some projects with the ARPA funds. Later in the meeting the board agreed Olsen should check on a date to meet with the Village of Crivitz.

Olsen also relayed a request from the Teamsters Union for a 5% increase for 2022 bargaining; a request from ESA Solar to lease some town land for a solar energy installation; a request from Charlie DeSchmidt to have the pillars removed from Sandstone flowage; a "Thank you" e-mail from a citizen for the Town Crew doing some timely water run off repair work for her; a letter from Crivitz Rescue stating they will be making some changes in their contract for 2022; a request from Crivitz Library for donations, and several emails concerning the speed limit on Caldron Falls Road. The Board was given copies of the correspondence, and most of the items were on the evening's agenda.

Marking of pillars in Sandstone Flowage was on the agenda, but there was no action. Supervisor Rogers stated he is working with the DNR on getting them removed. The issue will be placed on the next agenda for further information.

A motion made by Supervisor Rogers to inform the Teamsters that a wage increase will be determined when the Board works on the budgeting and after receiving the cost of living allowance for class size as designated in the Employee Handbook was approved.

After a very lengthy discussion on changing the speed limit on Caldron Falls Road, a motion was made by Supervisor Lieuwen to lower the speed limits by 10 mph on all of Caldron Falls Road. Supervisor Rogers offered a second, and the motion passed with four in favor and one opposed.

After discussion the board approved purchasing 20 mile location signs and posts to be placed along the Peshtigo River downstream from Don Brooks Park in the village to the Hwy. 141 bridge. The signs will help rescue workers locate people who may need help while recreating on the river, where rafting and tubing are extremely popular adventures. There have been several drownings and near drownings in the last several years.

Prior to the vote, Public Works Superintendent Craig Baeten showed examples of signage he received for proofing.

Chairman Kudick said the ledger to be placed in Don Brooks Park will give an explanation of the signage, and added that the Village of Crivitz is willing to help with costs and placement of the signs. The signs will be 18" X 24". Supervisor Lieuwen suggested removing a hash tag and making the actual number larger. After further discussion, Supervisor Stradal made a motion to purchase 20 of the reflective signs and posts for placement. Supervisor Rogers offered a second and everyone voted in favor.

The Ordinance for fire inspection for specified properties was not complete and will be on the next meeting agenda.

A motion to table the ESA Solar Energy LLC request to lease land for solar energy panels until it can be looked at further and discussed with Town Attorney Kim Coggins prior to any action being taken was approved without dissent.

No residents were present for discussion on Netzel Lane resurfacing, so it was passed over.

Department reports were given for Fire by Chief Jim Stradal, Public Works and Recycling by Superintendent of Public Works, Craig Baeten, Supervisor Lieuwen for Building Inspector Jane Meissner, and Clerk Olson for the Code Enforcer Diahann Graham. Canine and Water Patrol had no reports.

Rob Kamps Land Surveying presented three surveys and all were approved, with Supervisor Lieuwen abstaining. The surveys were for Frank Haeni for one lot with ingress and egress to Moonshine Hill Road; Russell & Mary Kralovetz for one lot with ingress and egress to Boat Landing 3 Road and County Road X, and Thunder Mountain Ranch Co. for one lot with ingress and egress through Thunder Mountain Ranch property.

A Class B Combination liquor license for Caldron Falls Bar LLC for September 8, 2021 through June 30, 2022 was granted and Kim Baye was approved as Agent. No operators licenses were presented.

Under public comments concern was expressed about the speeding on US Hwy. 141 just before the Dollar General in Crivitz.

Treasurer Kempka's financial report showed Aug. 31 balances as: Stephenson National Bank General Fund, $136,146; Nicolet Bank Tax Money Market, $5,458.37; LGIF #1 - Operating Account, $746,002.12; LGIF #2 ?? 2% Account, $30,602.77; LGIF #3 - Depreciation Account, $1,062,650.36; LGIF #4 ?? Tax Account, $622,175.09, and LGIF #5 ?? ARPA Account, $157,486.57. Financial reports, vouchers and bills for payment were all approved as presented.

Clerk Olsen gave a special "Thank you" to Rick and Barb Kikulski for repainting the sign at the Town hall, and the meeting was adjourned at 7:55 p.m.
