
Crivitz Okays Budgets, Sets Election InspectorsIssue Date: November 24, 2021 Following a budget hearing that lasted less than three minutes on Monday, Nov. 22 Crivitz Village Board approved its budgets and tax levy as proposed for 2022. Total property taxes are $605,495, up very slightly from last year's budgeted $600,521. No one spoke for or against the budget at the 5:45 p.m. budget hearing, and after the regular monthly board meeting was called to order at 6 p.m. it was approved without dissent. Total revenues are budgeted at $976,934, down slightly from the $987,489.
Largest single spending category is public safety, for which the budget rose slightly to $396,206, compared with the $343,316 budgeted for 2021. The budget provides $168,359 for police, $195,201 for fire, $28,857 for Rescue Squad, $3,689 for building and zoning, and $100 for disaster control.
The Parks, Culture and Recreation budget dropped to $41,763 from the $58,431 budgeted for 2021.
Present for the meeting were Trustees Ginger Deschane, Michael Strandt, George Gocht, Ross Behrendt, and, by phone, Stew Swanson. Also present were Village President Amy Grandaw, Clerk/Treasurer Marilyn Padgett, and Attorney Frank Calvert. Trustee Jeff Dorschner was absent and excused.
Procedures for the village's new Childcare Training Program had been worked out by the Administrative and Development Committee and were approved by unanimous board vote. Trustee Deschane, who chairs the committee, said so far Crivitz Youth, Inc. has added four new childcare workers with the help of program funding.
Information on the program is available from the Village Clerk's office. Applicants for funding through the program are to meet with the Administrative & Development Committee Chair to review the plan and obtain information, and the Committee Chair is to decide within 10 days of an application if it will be approved or denied. Appeals can be made to the Administrative & Development Committee.
Within six months, and again at the end of December, 2024 the Village Clerk is to follow up to assure compliance. If compliant, the clerk is to issue a second check. If unsuccessful, the Clerk is to notify the applicant to reimburse the village for any funds provided. No follow-ups are required for evening and weekend bonuses. Persons wanting more information on the program can contact the village clerk.
Grandaw praised Deschane for the work she has done on the Child Care Training Assistance Program, and said the added childcare workers at CYI will make it easier for Crivitz parents to find someone to care for their children so they can get back into the work force.
A property division/certified survey map approval requested by Ezra Gruszynski of Double Down Games LLC was approved for two of the former Witt Auto buildings on Main Street, along with a utilities agreement for the properties. The two properties there are served by a single sewer lateral and the village has agreed to allow the current utility status to continue, at least for now. Gruszynski has a greed that if conditions change in future, the matter of water and sewer laterals may need to be revised and updated. That would happen if either of the lots is sold, if the sewer lateral fails, or if the village installs new asphalt on Main Street.
The board approved naming of Candy Deschane, Michael Strandt and Barbara Uhl as Chief Election Inspectors, with Jenevra Gilesmann, Brooke Deschane, Bonita LaViolette, Frances Wolf, Joan Meyer, Gloria Kinziger and Lois Dyer as inspectors.
The board approved using $3,000 of the Special Revenue ARPA fund to purchase ballfield backstop netting from Beacon Athletics, and contracting with Richlen Excavating to burn the compost pile in 2022 at a cost of $2,000. There was a question from the floor on burning the compost, and Grandaw said the village has already obtained the special DNR permit needed. The choice was to burn the compost to avoid spreading possible harmful insects in the compost.
On Monday, Nov. 1, former Shawano County Detective Troy Ugoretz began his new job as Chief of Police for the Village of Crivitz. His employment was recommended by the village's hiring consultant, and was unanimously approved by Crivitz Village Board at its monthly meeting on Wednesday, Oct. 27. He will be working an average of just under 30 hours per week.
In a conversation at the end of the Nov. 22 board meeting one of the four members of the public on hand asked why the board had chosen to hire a part-time Police Chief rather than a full-time person. Grandaw explained the person selected came recommended by the consultant, and works part-time to preserve retirement benefits from his prior job. She said he works approximately 30 hours per week, so it is more a three-quarter time job rather than half time. Grandaw also said they will soon start the process of hiring a full time police officer to work with the part-time chief and are adding another part-time officer, so the village will have more police coverage than they had before, and can pay for it with the money saved on the chief's salary.
Also, Grandaw said the new chief has the school calendar and events calendar for the village and is using them to plan his work schedule. He is using his time wisely and has been very visible, Grandaw added.
Before the meeting adjourned Padgett advised the board she plans to send a letter of condolence to the City of Waukesha, where a felon out on bail crashed his vehicle into a Christmas Parade on Sunday, Nov. 21, killing five individuals and injuring more than 40 others.
The next Village Board meeting is set for 6 p.m. on Wednesday, Dec. 22.
