
Peshtigo Committee OKs 2022 Capital Outlay ListIssue Date: December 22, 2021 After discussion at a meeting on Monday, Dec. 20, Peshtigo City Council's Finance and Claims Committee approved taking $16,170 from the Capital Improvement account to fill all the Capital Outlay needs requested by city department heads. Items on the approved list will cost an estimated total of $141,815.
On the list are $1,500 for parks picnic tables, $6,000 for Fire Department radios, $9,000 for Fire Department RollNRack Hose Management System, $40,000 for a vehicle lift for the Department of Public Works and several items for the Police Department that include $55,000 for a new police vehicle, $12,000 for squad car and body cameras, $2,500 for shields, $11,000 for portable radios, $5,350 for a "Lexipro" police program, and $765 for road spikes.
When all the requests were added up, Clerk/Treasurer Tammy Kasal noted the total came to over $20,000 more than the $115,045 balance of the capital improvement loan. She noted the city's capital improvement fund has a total of $335,000, and Committee Chair Debbie Sievert noted they could take the money from that to pay for everything on the list, but she prefers to not take that money if they don't need to.
Committee members present for the meeting in addition to Sievert were Alderpersons Keith Klimek and Brigitte Schmidt. also on hand were Mayor Cathi Malke, Police Chief Fred Popp, Fire Chief Chuck Gardon, Parks and Recreation Director Lori Tonn, Kasal, and Alderpersons Rick Berth and Katie Berman.
In addition to approving the 2022 Capital Outlay list they reviewed city disbursements, RLF/UDAG loans and payments, and the schedule of appropriation entries for the month.
Budget adjustments and transfers included a total of $160,695.91 from loans and donations. Donations were $1,391 for the Fire Department from Faith Lutheran Church, $198 for the Fire Department from the Iola Car Show, $9,000 from general donations made through the Chamber of Commerce and $28,816.91 from Peshtigo Wild Rivers ADA for the fish viewing platform, and $1,390 in flower donations for the planters. Loans included $15,700 and $7,300 for Fire Department ISO recommended purchases and $94,500 for Parks and Recreation Department.
In explaining his request for money to buy the radios and RollNRack System, Gardon said the city has a $7,500 grant from the DNR to pay for half the cost, but to be eligible for that funding the radios must be received and paid for by March 31, but the grant proceeds will not be paid until mid-summer. He added that grants are nice, but the grantors then "kind of dictate what kind of radios we get." He added the radios they will be able to purchase with the DNR grant are up to the latest standards and meet the new requirements, "...so we get the best of both worlds."
When the grant reimbursement is received it will go back into the Capital Outlay account.
To questions from committee members, Gardon said the RollNRack System they plan to purchase will allow firefighters to roll up hoses, along with hoses at the stations, at the scene of the fire, which will be a tremendous help to members of the department that are not getting any younger. He said right now they do it all by hand.
Also to questions from committee members, Chief Popp explained there currently are no cameras in one of the city's squad cars, and due to liability concerns, judges now want everything on video cameras. The amount he has budgeted includes purchasing body cameras for the city's police officers as well as the squad car camera.
In discussion it was noted that Public Works Director George Cowell said he can fund up to $9,000 of what might have been capital improvement items from his regular budget.
The committee eventually approved a motion to approve the Capital Improvement list as presented and use the loan proceeds plus up to $17,000 from the Capital Improvement fund balance to pay for it.
The next Finance and Claims Committee meeting is scheduled for 3 p.m. on Monday, Jan. 17.
