Sheriff Slates Aug. 24 Sex Offender Meeting

Marinette County Sheriff Jerry Sauve has invited the public to attend a Community Notification Meeting at 6:30 p.m. Thursday, Aug. 24. The meeting was called to discuss the pending placement of violent sex offender Aristole E. Farmer Jr. , 51, into supervised residence in a residential area on Seventh Road in the Town of Pound. It will be held at the Trinity Lutheran Church Hall at 221 N. Louis Ave., Coleman.

Sauve said this is an informational meeting for the intent of enhancing public safety when releasing sex offenders in the community.

According to the news release, only written questions will be taken from the audience to be answered by the panel. Written questions can be submitted on the night of the meeting, however.

Sheriff Sauve has asked the public to refrain from disruption during this informational meeting.

Farmer's placement is still pending. That controversial placement was directly or indirectly the subject of court hearings on Monday, Aug. 21 in Outagamie Circuit Court in Appleton in response to a request for intervention filed by Kim Coggins as legal counsel for the Town of Pound, and on Tuesday, Aug. 22 before Judge James Morrison in Marinette County Circuit Court on a request for injunction filed by Marinette County Corporation Counsel Gale Mattison.

Mattison is seeking temporary and permanent relief to prevent the State Department of Health from placing Farmer or any other convicted violent sex offender in the Pound residence until Wisconsin Statute 980.08 is modified as called for in the 2018-2019 Wisconsin State Budget, or until an appellate court decides whether or not to uphold a July 26 ruling by Judge Morrison that the Seventh Road residence in Pound does not meet Wisconsin statutory requirements as a home for sex offenders.

According to Sauve's news release, there are 24,716 sex offender registrants in Wisconsin, with 5,791 of them on Community Supervision. There are 150 total registered sex offenders in Marinette County, of whom 45 are on Community Supervision.

Farmer's placement in Marinette County was ordered by Outagamie County Judge Michael W. Gage at a court hearing for which Town of Pound officials and families of the 18 children who live in the Seventh Road neighborhood received no advance notification.

While an Outagamie County resident, Farmer was convicted of raping an adult female with developmental disabilities in a Salvation Army bathroom in Appleton. Court reporting documents say he also had convictions for sexual assault to minor females while on parole, and that he is a high risk repeat offender.

However, he has served his time in prison and in the Sandridge state mental hospital in Mauston, and doctors there say he is ready for release. Attempts to find a residence for him have been unsuccessful since his placement in a community based residence under supervision was ordered in October of 2015. Judge Gage ordered the placement in Marinette County in May and gave 90 days for either Marinette County or the Town of Pound to identify a suitable alternative residence within the county, but statements at Tuesday's hearing before Judge Morrison indicate that order was never filed and Marinette County people were not informed.
