Marinette Firemen To Expand EMS Coverage

Issue Date: December 6, 2017

The Marinette City Council meeting on Tuesday, Dec. 5 approved an amendment with Ayres and Associates to start design work to construct additional floating transient docks onto the existing dock system installed in 2017 at Menekaunee Harbor Park. The project includes a dock system compatible with the existing floating dock system to accommodate four boat slips with 50 foot long piers and will include power pedestals for boat connections, mooring pilings, solar LD deck lights and de-icing equipment. Boats of 26 feet or longer are allowed to use these docks, with boats to use the other docks.

The cost of the additional docks will be $22,800 and is anticipated to be funded in part by the Boating Infrastructure Grant (BIG) that the City is expected to receive. The balance not funded by the grant will be covered through the TIF III of which the money is already accounted for.

Mayor Steve Genisot, in his Mayors Report announced the appointment of City Treasure/Finance Director, Jackie Miller to the Administrator of Transportation Coordination Committee along with the reappointment of Stephenson Public Library Trust Board Member, Sara Harding to replace Mrs. Kopish.

Mayor Genisot thanked everyone for their participation in the Small Business Event Saturday on November 25. Other successful events included Shop With A Cop, Pine Tree Mall Open House, Library Welcome Center events, the Tree Lighting Ceremony and grand openings of Petco and Kwik Trip. Mayor Genisot also mentioned the Moose Lodge will hold their third Walleye Fish Fry on Friday, Dec. 8 with the fish caught from the Cabelas Walleye tournament.

Several payment requests for the new REC Center from Scherrer Construction were approved. Included were Barley Trucking & Excavating, $228,362.74; Patriot Fencing $18,613.35; Parthie Landscape $11,978; Hansen Masonry and Contract $196,600.25; Frank Ziese Construction $28,282.45; Crafts Inc. $56,560; Ray Ness Contracting & Sales $385,779.43; Hubert Glass $21,333.20; VerHalen Commercial Interiors $40,875.35; Serv-Ice Refrigeration $47,885; Tri-City Plumbing $78,052.95; KBK Services $245,661.45 and Master Electric $63,095.35 for a total of $1,423,079.52

With four nice days the week of Nov. 27, there was a lot of progress made on the Marinette Rec Center. Approximately 75% of the work was completed in the past week verses in the previous month. Outside work completed were wall panels installed on the exterior and some landscaping finished. Roofing will be started and the exterior wall panels and permanent power are anticipated to be completed on the entire building by the end of the week of Dec. 11. Final grading operations, mechanical rough ins and office and meeting area rooms will be worked on and the exterior site work will be wrapped up unless nice weather will enable crew to do more outside work. The big push now is to get the Ice Hockey Rink completed for the Hockey Tournament in the Spring.

The City of Marinette and Marinette County are looking to hire a Tourism/Marketing Director to promote tourism in both the City of Marinette and in Marinette County. The candidate would be responsible for promoting and supporting snowmobile clubs and other organizations along with promoting all that Marinette County has to offer as well as market the City of Marinette and the new Rec Center.

The position may possibly be full time as a one year contract similar to the agreement of Marinette County Human Resources position. Genisot commented that there is an immediate need for Marinette for this position to be filled. Polzin clarified the position will be a tourism position not a marketing position.

Alderperson Wally Hitt said, "It is a plus anytime the City and County can work together". Alderperson Brian Walters expressed concern and disappointment that it has taken this long to recognize the need of the position especially marketing the new Rec Center.

Walters said, "It is not setting the Rec Center up for success. This should have been figured out a long time ago and someone should have been in place by now".

Mayor Genisot responded that "A Marketing/Tourism director is important, but more important is the Facility Director". Alderperson Ken Keller said, "The issue was fast track forward and not everything goes as planned. It is nice to be able to co-mingle with the County and the Council".

Marinette Fire Chief Jay Heckel presented for approval a Memorandum of Understanding in which the Fire Department would provide city wide emergency medical services in conjunction with BAMC and the Emergency Rescue Squad. Services will be provided under the most recent protocols established and approved by Bay Area Medical Center's Medical Control and the State of Wisconsin.

At present there are specified boundaries that the Fire Department can respond to and the artificial boundaries can mean a delay in medical assistance if it is not in an area of their boundaries or if the Rescue Squad, EMS or EMT's are on another call or not in the immediate area. The intent is not to replace the other agencies, but to be First Responders that can help in a situation which could be a matter of life or death depending on response time of other agencies.

Heckel stated, "Volunteerism is declining across the board throughout the country and the Fire Department as First Responders is helping to fill the void to help out. In no means is this meant to replace the other agencies, they are doing their job to the n'th degree".

Should the Fire Department First Responders arrive before other agencies, the patient care would be turned over to the next highest or highest level of care on the scene and pertinent information will be relayed to other responding medical units. EMS agencies on scene and having patient contact can advise the Fire Department to cancel if their assistance is not required.

This has been discussed with the other agencies and they are in agreement with the assistance that the Fire Department is willing to give. Most Firemen on the Department now were prior paramedics or EMTs as well as there is much better training of firemen for emergency situations as compared to the past.

Alderperson Jeff Skorik said, "This has been churning for a while and feels very confident with moving forward with the Memorandum of Understanding Fire Department city wide emergency medical services coverage."

After much discussion, the Memorandum was approved and decided that there shouldn't be artificial boundaries when it comes to response time in medical situations. It will be good for the community and the taxpayers.
