County Board To Hear Presentation By Marinette Marine CEO Jan Allman

On Monday, Jan. 30. Jan Allman, President and Chief Executive Officer and General Manager of Fincantieri Marinette Marine is scheduled to make a presentation to Marinette County Board on future shipbuilding opportunities at the shipyard in Marinette.

The board will also hear a report on groundwater contamination in the City of Marinette and Town of Peshtigo from DNR spokesmen Robert L. Thiboldeaux (by phone), and Northeast Region Remediation and Redevelopment Program Manager Roxanne Chronertt and Hydrogeologist David Neste, in person.

Newly hired Marinette county for Business and Industry (MCABI) Executive Director Lindsay Callow is to be introduced to the board.

Supervisor Tricia Grebin is to be named a member at large on the Tourism Alliance Committee for a term expiring in April of 2019.

Debbie Baumgart, Crivitz and Town Stephenson, is being named to the Elderly Services Board for a term ending Dec. 31, 2020.

Board Chair Mark Anderson is expected to announce his recommendation that District 18 Supervisor position left vacant by the passing of Russ Bauer on Monday, Jan. 15 should be left vacant until the election on Tuesday, April 3.

UW-Green Bay UWGB Chancellor Gary Miller is to update the board on restructuring of the UW system through which the Marinette campus has become part of the UW-Green Bay.

The regular monthly meeting of the board is start at 9 a.m. with time for public comment and then a public hearing for citizen input on a Proposed Citizen Participation Plan for a Community Development Block Grant (CDBG) which is to include the Rural Economic and Area Development Initiative (READI) Program. Adoption of amendments to the plan as recommended by the Economic Development and Tourism Committee at its meeting on Monday, Jan. 15 and discussed at the Public Hearing is then expected.

The board is also will be asked to approve an agreement with the City of Marinette through which the city will provide tourism/marketing services to the county for a minimum of a one year at a cost not to exceed $90,000. This recommendation, proposed and negotiated by County Administrator John LeFebvre, was approved by the Economic Development and Tourism Committee after considerable discussion at its Jan. 15 meeting.

Meanwhile, MCABI may or may not continue to look at adding tourism to the services it provides for the county starting next year. They had sought extra money from the county to study how a proposed new plan to incorporate tourism would work, but the Economic Development and Tourism Committee had refused its request.

A controversial proposal to restructure the board's committee system is slated to come up for a vote. At its January meeting the board, with little enthusiasm, had agreed to look at restructuring to reduce the number of committees, as proposed by Board Chair Mark Anderson and County Administrator John LeFebvre. Executive Committee had twice rejected even considering restructuring plans.

The board will be asked to approve the county's Outdoor Recreation Plan as recommended by the Forestry, Parks and Outdoor Recreation Committee and Parks and Forest Administrator Peter Vilas.

Amendments to the county's traffic code as recommended by the Highway Committee and to provisions governing finance and taxation as recommended by the Finance Committee will also be presented for approval.

Other committee recommendations to be acted on by the full board include:

*Forestry - Approve the bid from Riesterer and Schnell, without trade-in, for a 4x4 utility tractor with boom mower in the amount of $151,453.52;

*Health and Human Services - Approve 2018 contract with CASA (Court Appointed Special Advocates) of Brown County in the amount of $47,000; amend the Comprehensive Community Services Intergovernmental Agreement by removing any reference to participation by Florence County, and an Administrative Telepsychiatry Agreement with Genoa, a QOL Healthcare Company, for psychiatric services to children, pending Corporation Counsel's approval. Genoa last year was contracted to set up a pharmacy in the Health and Human Services Building for services to DHHS clients, an action which raised some strong objections from local pharmacists.

*Law Enforcement - Approve an Emergency Management request to purchase four Motorola APX8000XE public safety portable radios from Motorola under the state contract at a cost of $30,229.84; approve purchase of seven 2018 Ford Utility Interceptors from Ewald Automotive Group, Hartford, WI with a total cost of $212,663.50 ($30,380.50 each), and approve purchase of two 2018 Ford Utility Detective Model Interceptors from Witt Auto Sales, Crivitz, WI with a total cost of $63,468 - $31,734 each. Supervisors Mike Behnke and George Kloppenburg in committee opposed this recommendation since the Witt bid accepted was slightly higher than the Ewald bid on these two vehicles;

*Ag and Extension - Approve 2018 UW Extension Educator Staffing 136 contract totaling $70,529;

*Building and Property - Approve one-year continuation to agreement with Johnson Controls for HVAC Planned Service Agreement at a cost of $39,500, pending Corporation Counsel's approval;

*Finance - Approve National Insurance Services of Wisconsin Insurance Trust Joinder Agreement for Group Term Life Insurance, pending Corporation Counsel's approval

Approve Marinette County Procurement Policy; approve Marinette County Uniform Grant Guidance Policies and Procedures, and
