Athelstane Board Meets March 13 Issue Date: March 29, 2018
The regular monthly meeting of the town board of the Town of Athelstane was called to order by Supervisor Harold Tesch on Tuesday, March 13 at 7:00PM in the town hall. Roll call of officers was taken. All officers were present except John Dobratz. There were 11 people in attendance.
On motion of David Jose to approve the agenda. Second of motion Harold Tesch. All voted yes.
In the public comment portion, Supervisor Tesch commented that Bill Jose was selected Legionnaire of the Year for Marinette County. Clerk DuChateau mentioned there is financing available from USDA Rural Development for residents of Marinette County to purchase and/or repair a home.
On motion of David Jose, monthly bills were approved for payment.
Fire Chief Scott Durian gave the fire department report. The department had 1 meeting, 2 training meetings, a fire call with the Town of Stephenson which was cancelled enroute, a chimney/fireplace issue, and 3 members attended the ice rescue training in Amberg. The fire department received $2,000 from the Northwoods Fisheree.
The Planning Commission report was given by Chairperson Scott Durian. The Planning Commission met on March 6 with 5 members present and 1 guest. Discussed was wording on the Eyesore ordinance. The next meeting is scheduled for Monday, April 9, 2018 at 6PM.
Greg Reinhardt gave the Treasurer's report: January 31, 2018 Balance $1,222,910.75, Receipts to number 3496 $221,190.02, Disbursements $892,543.62, Month ending February 28, 2018 $551,557.15.
There was $1,646.92 Checking, $270,697.05 General Money Market, $162,562.49 Tax Money Market, $116,650.69 Certificate of Deposit, $551,557.15
On motion of David Jose to accept the Treasurer's report. Second of motion Harold Tesch.
Public Works employees reported they are maintaining all the trucks and equipment, making repairs as needed.
In old business the Sheriff Department issued a citation to a resident on Perch Lake Road for dogs running at large and the town sent them a letter for not having dog licenses and evidence of vaccinations.
In new business, on motion of David Jose to adopt an amendment to Ordinance #5: BUILDING, to remove the minimum dwelling size. Second of motion Harold Tesch. Motion carried.
Harold Tesch made a motion to purchase a 2019 Kenworth T470 truck, not to exceed $215,000 with lease payments of approximately $47,770 on a 5 year lease to purchase plan at 5.55%, equipped with Monroe snowplow package including front snowplow, wing plow, dump box, under-body scraper and salt/sand spreader. Second of motion David Jose. All voted aye. Motion carried.
Also discussed was the status of the 2009 Ford pickup truck. The engine went out on it again. There are 2 options: 1. Purchase a new truck or 2. Take the box off the Dodge pickup and put dual tires on it, take the dump box off the 2009 Ford pickup and put it on the Dodge pickup. Option 2 would be the cheapest, but we would need to get by with 1 pickup truck. Public Works employees will get measurements and prices for option 2.
The Athelstane "Clean Up Days" will be held on Saturday, May 5 and Sunday, May 6 from 8 am to 4 pm on both days.
Irvin LaCount was appointed to the Planning Commission for a 3- year term.
There was discussion on increasing the price of a grave in the cemetery. Current prices are the lowest in the area and have not been increased since 2011. On motion of Harold Tesch to table this discussion/possible action until next month. Second of motion David Jose. All voted aye.
Supervisor Tesch called for a motion to adjourn. On motion of David Jose to adjourn. Second of motion Harold Tesch. The meeting adjourned at 7:25 P.M.
