Mayou is Full Time WWTP Operator

During the Village of Wausaukee board meeting on April 18, Darryll Schmidt asked if the American Legion could use the Village Hall for their meetings. Clerk Sara Pullen instructed him to call the office to schedule the use of the hall.

Among the many residents who were in attendance at the meeting, three expressed opposition to the proposed upgrades in Evergreen Park and Campground. They offered support of the plan to replace well #1 which was shut down in April of 2017 for exceeding maximum nitrate levels.

During a previous discussion, Wausaukee Rescue Squad had requested a short-term lending agreement with the Village for $60,000. Tom Arthur, Wausaukee Rescue Squad, called the Clerk's office earlier in the day to withdraw his request for a lending agreement with the Village stating arrangements have been made with their bank.

Discussion took place regarding Kim Marsolek, Wausaukee Business Association, to update the Board on recent activities and upcoming farmer's market. Marsolek stated that WBA is working to secure membership in the Connect Communities " a program dedicated to support downtown community development in the state of Wisconsin. She continued that Connect Communities can assist in securing grants, housing development, and attracting industry. The WBA will be notified on May 11th whether or not their application was accepted. Marsolek stated the WBA has been active in hosting community activities such as winter fest and an Easter egg hunt. They would like to sponsor a Village-wide rummage sale on Memorial Day weekend, and possible activities in the alley behind SNBT during the 4th of July celebration. The WBA will again host a Farmer's Market this summer; location and starting date are to be determined.

State Representative Jeff Mursau addressed the Board and provided updates at the state level including an innovative company that creates fuel from recycled chip bags, and the passage of an industrial hemp bill. He also mentioned that Village may want to consider the BCPL State Trust Fund Loan Program for upcoming projects adding that the application process is extremely simple, and the interest rates are low.

In regard to the Wausaukee Plan Commission, Ruth Jicha stated that the WPC has been working on compiling a list of both blighted and unsightly properties. She stated she will work with Pullen to remove anyone that has already received a letter from the Village regarding excessive junk accumulation and have a recommendation for the Board at the next meeting.

Park's Committee made a recommendation to submit the Stewardship Local Assistance, Federal Land & Water Conservation Fund, & Recreational Trails Program Grant Application. A motion was made to postpone the submission of the grant application for the improvements in Evergreen Park due to the following reasons:

1. The Board does not know what the cost of the new well will be and what the final cost to the Water and Sewer Utility is at this time.

2. There has been little financial planning for a new fire truck which the Wausaukee Fire Department plans to purchase in 2025, which may have a cost to the Village taxpayers of an additional $150,000 if not more.

3. The improvements to Evergreen Park are not emergency improvements. The grant can be applied for in 2019 or 2020 after monetary financial planning for other projects has been resolved.

4. The Village Board should put their efforts into researching and developing additional housing in the Village, which will bring more users to the Water and Sewer Utility and additional tax revenue.

5. Such improvements to Evergreen Park with the possible cost of $300,000 to the local taxpayers should be addressed to the electors of the Village for their approval. A question should be put to the general electors in November for approval for such an expenditure. It was determined that Joleen Christ erroneous made a motion, when in fact she only intended to state her opinion for the record. The motion was withdrawn.

A motion was made to submit the Stewardship Local Assistance, Federal Land & Water Conservation Fund, & Recreational Trails Program Grant Application. A roll call vote was performed. Christ, no; McKim, yes; Radtke, yes; Gordon, yes; Schmidt, no; and Tracy, yes. Motion carried.

A recommendation was made to approve Resolution 2018-03: An Authorizing Resolution for Outdoor Recreation Grant Application with a change in the third paragraph amending "budgeted a sum' to read "secured a line of credit.' A roll call vote was performed. Motion carried.

During his report, President Radtke addressed all those in attendance regarding the winter storm over the weekend. He stated that a snow emergency was declared County wide, and everyone was ordered not to be on the roads. Thus, he instructed his plow drivers not to begin plowing until the storm subsided, unless there was an emergency. Radtke added that plowing this time of year is very difficult as the frost is out of the ground, and significant damage is likely to unpaved alleys and shoulders.

Municipal Treasurers Appreciation Week Proclamation " Radtke recognized the week of April 15-21 as Municipal Treasurer's Appreciation Week and extended his thanks to Pullen and Pociask.

Some important dates/items to keep in mind: Open Book will be held on Tuesday, May 22nd from 10: a.m. " noon. Board of Review will be held on Wednesday, June 6th, 2018 from 3 p.m. " 5 p.m. Appointment of the Board of Review " President, Clerk, and three (3) Trustees " President Radtke appointed Trustees Ray Gordon, Joleen Christ and Mack McKim to the Board of Review along with himself and Clerk/Treasurer Sara Pullen. 2017 CCR (Consumer Confidence Report) is available for inspection in the Clerk's office and online at www.VillageofWausaukee.com. Reminder " Monthly meetings to be held on the 3rd Monday of the month starting in May.

The Board appointed representatives for Wausaukee Fire District Commission (Incumbents Mack McKim and Jim Figlewicz) to another 2-year term. Radtke appointed McKim and Figlewicz to serve another 2-year term on the Wausaukee Fire District Commission. Radtke reminded residents that dog licenses are required annually in the Village of Wausaukee. Proof of rabies vaccination is required.

Radtke stated that the Village does not allow junk accumulation on private properties. Violators will be cited. Brush Pick-up Week is May 14-18,and Spring Clean-up Day is Saturday, May 19th from 8 am to noon only.

The Board appointed Jeff Mayou to full-time WWTP Operator in Charge effective 4/16/18.

Radtke stated that volunteers are needed to organize the 4th of July parade with the absence of the American Legion. Interested parties should contact the Village Clerk.

A Temporary Retailer's License for the Wausaukee Recreation Association was issued from May 1-Oct. 1. The Board decided to keep Marinette County Sheriff Deputy presence for 4th of July celebration.

Quotes for pumping sludge tower were accept from Harding Portables, LLC for $.03 per gallon for pumping the sludge tower, and passed.

The Board reviewed updates to the Citizen Participation Plan and adopted Resolution 2018-05.

An Authorizing Resolution for a Citizen Participation Plan and voted to Adopt Ordinance 2018-09:

An Ordinance Regarding Fair Housing was adopted: ordinance 2018-09.

A Resolution Authorizing the Submission of a CDBG Grant Application. A Vote to adopt Resolution 2018-04 passed, stating that this is an activity that is identified in our Water and Sewer Utility Capital Improvements Program.

An Agreement to hire Cedar Corporation to prepare a 2018 Community Development Block Grant [CDBG] application for a Public Facilities Grant was passed.

An Agreement to hire Cedar Corporation to undertake a study/analysis for a new well and pumphouse was passed.

An Agreement to hire Cedar Corporation to prepare a 2019 Safe Drinking Water Loan Program application for a new well and pumphouse, and to administer the loan was passed.

A motion to establish an open line of credit of $500,000 at SNBT contingent on a CDBG grant award was made and passed.

A motion was made to Adopt Resolution 2018-06: An Authorizing Resolution to Commit Match Funds and passed

The Board passed a motion to name Deputy Clerk/Treasurer, Barb Pociask, as a signatory on all checking accounts at Stephenson National Bank & Trust.

The Board passed a motion to give a pay raise to Tylor Stumbris due to OIT designation. Tylor Stumbris' pay rate will increase to $14 per hour.

The Board voted to give an Insurance premium reimbursement to Jeff Mayou. Radtke explained that Mayou's health insurance company is not accepted through the Zane Benefits Program. He stated that a motion would need to be made and passed to allow Mayou to receive his monthly premium reimbursement outside of the Zane Benefits program, a motion was made and carried.
