Wagner Has Full Board For Regular Meeting

The recently reorganized Wagner Town Board held its first regular monthly meeting at 6:30 p.m. Wednesday, May 9. It was called to order by Chair Kurt Konell, who was appointed on Monday, May 7 to fill the chair position vacated when former chair Lynn Hickey resigned at the April 18 regular town board meeting.

Other new officers present were Supervisor Ed Delfosse, who had been appointed to fill a vacancy created by the resignation of Supervisor Allen Sievert at the same meeting, and Treasurer Linda Larochelle. Larochelle was appointed to replace Treasurer Bruce Meyhoff, who resigned just prior to the April 18 meeting. Meyhoff was appointed to replace the former treasurer, who resigned a few months ago.

Also present were for the May 9 meeting were Supervisor Mollie Arthur, Clerk Linda Wilke (the only two town officers who did not resign last month) and 28 members of the public.

Konell reported he had received some phone calls regarding road conditions.

Steve Renikow reported that the Sportsman's Club removed a freezer from the creek on Burette Road. He said they have a "can kennel" at the Fire Department building, as authorized at last month's board meeting, and want to put one at Lake Mary boat landing. Renikow said money from cans that people put into the cages at the two locations will go toward scholarships and stocking fish above the dam.

Fire Chief Thomas Arthur reported the department had two mutual aid calls and 40 hours of training in the past month.

Public Works personnel have been doing brushing and filling cracks. Grading will start soon.

There were two calls for animal control updates, and one lost dog was found. One of the two loose dogs was caught and brought to the animal shelter.

Larochelle reported 19 people have gotten dog licenses. Licenses for 82 dogs previously licensed have not been issued.

At previous meetings Nature Conservancy members had expressed concern regarding three culverts they said are creating issues for fish passage. They will be contacted to make a presentation on the issue at the June 13 board meeting, and for discussion about work to be done on Cottage Lane, including some possible additional funding.

At the last board meeting Fire Chief Arthur had explained need to repair or replace one of the fire department's tanker trucks and had been asked to collect more information on options. At the May 9 meeting he presented information on three options, one costing $168,000, one costing $100,000, and one costing $30,000. Board asked him to to pursue the third option and report back.

At a previous meeting the Sportsman's Club had asked to have the "No Weapons" signs removed from the Town Hall and Fire Department buildings so they could hold Hunter's Safety classes there. Clerk Wilke said she is trying to find whatever motion or policy was approved previously, and action was postponed to the June meeting.

A motion to require that future lawyer correspondence concerning town business be in writing was made by Arthur, seconded by Delfosse and approved. That request had been made from the floor by a town resident during one of the recent series of special town board meetings.

After some discussion Clerk Wilke was asked to contact the Town of Porterfield regarding a 50/50 cost sharing agreement for maintaining Borderline Road.

The annual Spring Road Tour was scheduled for 8:30 a.m. on Wednesday, May 16.

Because the town is now paying Marinette County to collect all property tax payments, action at the Annual Meeting in April had included a motion to cut the treasurer's salary in an amount equal to what the county charges for this service. The board discussed this motion at the May 9 meeting but took no action.

By law, salary for elected officials can only take effect after the next election, which in this case would be in April of 2019 when new terms will begin for all the Wagner elected officials.

Possible purchase of land for a new fire station/town hall had been approved at the annual meeting but needs to go to a referendum vote. To get it on a referendum at the fall elections this year the board would need to take action before the end of June. There is currently no specific land under consideration, but the authority to buy would, if approved, allow the town board to buy if suitable property becomes available at the right price.

After some discussion on the number of signatures to be required on town accounts the board agreed to require four signatures on the Tax Escrow Account.

Correspondence included a letter from Marinette County Circuit Court Branch II Judge James Morrison offering to attend a future Wagner town board meeting to update them on Drug Court and Mental Health Court programs. Morrison is the judge for Drug Court and is actively working with other members of the Marinette County Criminal Justice Information Sharing Committee on plans for establishing a Mental Health Court intended to operate under a somewhat similar format. Drug Court has proven effective in preventing recidivism among selected drug offenders, and hopes are that Mental Health Court will be more effective than jail for handling offenders with mental problems.

Because of the very recent changes in personnel, including Larochelle's appointment just two days earlier, regular treasurer's reports were not presented. They are to be available next month. Current outstanding vouchers were approved for payment before the meeting adjourned.
