County Board To View 2019 Budget Sept. 18

On Tuesday, Sept. 18 Marinette County Board will get its first official look at the 2019 budget prepared by County Administrator John LeFebvre. The presentation is on the agenda for board's regular monthly meeting starting at 9 a.m. on Tuesday.

Final adoption of the county budget will not happen until after the public hearing, which in previous years has been held in connection with the County Board's November meeting.

The Administrative Committee is slated to discuss the proposed budget and the many documents associated with it at a 9 a.m. meeting at the courthouse on Thursday, Sept. 13.

A copy of the full 194-page budget book with anticipated expenditure and income details for each department was included with information for that meeting and is available on-line.

In addition to the budget discussion on Tuesday, Ben Hoppe, new UWEX 4-H Program Coordinator for Marinette and Oconto counties will be introduced to the board. Hoppe officially started in his new position with the University Extension System on Saturday, Sept. 1.

Ed Harding, CEO of Bay Area Medical Center, will give a facility update. The old hospital building on Shore Drive, which was originally owned by Marinette County, was vacated when the BAMC hospital was moved into its new facility on University Drive in Marinette in August. Future of the old hospital building, parts of which are still quite new, is uncertain at this time.

There also are to be reports from Kirsten Burmeister, head of the 911 Dispatch and Communications Department, Forestry and Parks Administrator Pete Villas, and Human Resources Director Jennifer Holtger.

The board is expected to approve the proposed 2019 budget for MAR-OCO Landfill, which is jointly owned with Oconto County. Public hearing for possible comments on that budget is scheduled for 9 a.m. Friday, Sept. 14 at the landfill at Crivitz. In connection with the landfill, the board is expected to support application for a Household and Agricultural Clean Sweep Grant. Approval has been recommended by the board's Development Committee.

As recommended by the Infrastructure Committee, the board is expected to approve entering into an agreement with Weatherproofing Technologies, Inc. for exterior finish and insulating work to be done on the courthouse annex at a cost of $76,894.18.

Supervisors also are being asked to approve a request from TYCO/Johnson Controls for a 5-year easement to place an interim action system on a small county owned parcel, less than one acre. Terms and conditions will likely be worked out before the board meeting. Authorization to sign a relevant DNR permit application is needed in connection with the agreement.

At its meeting on Wednesday, Sept. 5 the Health and Human Services agreed that the department should apply for a Wisconsin Department of Children and Families Foster Parent of up to $21,000, and accept the money if the grant is awarded. They have recommended that County Board agree to the grant request.

Also on the agenda will be several recommendations for user fees to be included in the 2018 budget, including addition of a $100 In-Rem Administrative Fee to the County Treasurer's user fee list.

Recommendations for the proposed user fees also are on the agenda for consideration at the Sept. 13 Administrative Committee meeting.

Also to be discussed at that meeting on Thursday, and then included for County Board consideration on Tuesday will be the proposed 2019-2023 Capital Improvement Program, and possible approval of the 2019 budget as presented by LeFEbvre. If done, this will be the first time the budget was ever approved this early.

The Administrative Committee on Sept. 13 is to discuss and consider the 2017 Audit Report to be presented by Scott Sternhagen of Schenck SC, and possibly confirm some changes in investments with Alerus Financial and confirm the Investments Funds with them.

The Administrative Committee agenda also calls for the committee to consider the County Administrator's Appointment as Interim Finance Director effective Sunday,Sept. 16. The position has been vacant since former Finance Director Pat Kass resigned in June. The post has been filled on a temporary basis by Assistant Finance Director Laura Mans.

Information Technology Director Kevin Solway and Human Resources Director Jennifer Holtger will give their monthly reports, and the committee will consider a leave of absence for a library category employee, review appropriation entries and paid invoices, as well as the Finance Director's investment report.
