Beecher Lake Annual Meeting, Potluck Picnic Sat., Aug. 31

The annual meeting of Beecher Lake Association will start at 9 a.m. Saturday, Aug. 31 at Beecher Town Hall and will begin with a report from Marinette County Water Specialist Chuck Druckrey on the lake draw-down. The agenda also calls for discussion on asking the DNR for an exception to its "Slow-No Wake" Rule, election of a new Board of Commissioners member for a 3-year term, and adoption of the 2019-2020 budget, in addition to reports from officers and committees.

There also will be time for public comment, questions and concerns, and a discussion on a vision for the Lake District before the formal meeting starts at 10 a.m.

The 2018 annual meeting had included discussion on the Wisconsin Boating Laws that sets "Slow, No Wake" limits on lakes of less than 50 acres. After discussion the Shoreland Protection Committee was authorized by representatives of the Town of Beecher to purchase and place signage to that effect.

Subsequently, Commissioner Paul Lasee found a 1963 Town of Beecher ordinance that proposed to allow water skiing or "aquaplane devices' from 10 a.m. to 4 p.m. and prohibited them from sunrise to 10 a.m. and from 4 p.m. to sunset. Subsequently commissioners had contacted Druckrey, and Timothy Werner, DNR Conservation Warden for Beecher Lake for clarification of the lake's current No Wake status.

In the Beecher Lake newsletter, Commission Chair Lindi Magnusson reports that the DNR has listed Beecher Lake as having 18 acres and Upper Lake as 14 acres. However, Druckrey has advised that is incorrect. the most recent aerial photography shows Beecher Lake as 36.8 acres and Upper Lake as 21.5 acres. Magnusson said Druckrey has assured her that the DNR rule stipulates that on lakes of 50 acres or less motorboats may not operate in excess of slow, no wake speeds except when the lakes serve as thoroughfares between two or more navigable lakes, and theirs are considered individual lakes.

Magnusson also said Werner could find no record that the 1963 proposed ordinance had been adopted and said in general a local ordinance can be more restrictive than state law, but not less restrictive.

Slow no wake speed means a speed at which a vessel moves as slowly as possible while maintaining steerage control.

She said since everything she had found confirms that Beecher Lake is a "slow, no wake" lake, signs will be posted to that effect and will be made available for individual property owners to purchase.

Paul Lasee, chair of the Habitat/Fish Committee, reports that they had planned to build four more "fish sticks" during the past winter but too much snow cover on the ice prevented it. There are plans to try again this year, and Lasee is seeking volunteers willing to help create a better fish habitat in the lake.

Magnusson said they are still seeking nominees for the "Good Friends Are Devine" award. The nominee should be someone has served in some capacity in the interests of the lake. Previous nominees are Roger Kupsch for making the name signs and John Keely for his work with the town to help with the Eurasian Milfoil battle. The award is named for former long-time lake resident and worker Jane Devine, who was the first recipient. Last year the award went to Glenn Schilling ad Mike Godstein for their many years of service to the Lake Association as officers and committee members.

Current members of the Board of Commissioners in addition to Magnusson are Cindy Schmeisser, Jim Johnson, Supervisor John Keeley (representing the Town of Beecher), and Supervisor Clancy Whiting, representing Marinette County Board.

The meeting will be followed by the annual Pot Luck Picnic and fund raising event, from about noon to 2:30 p.m. In addition to food and fellowship there will be 50/50 raffles, ticket raffles and an oral auction. People are being asked to bring a dish to pass and a need to buy something. They are also being asked to consider donating gift certificates, homemade items, gift baskets, services,or merchandise for the raffles. Donations can be brought to the Beecher Town Hall on the morning of the Annual Meeting or can be dropped off in advance at the cottage of Jim and Marlene Johnson, N1672 North Lake Road.
