Coleman Okays Contract With The Village of Pound

At its January meeting Coleman Village Board agreed to refinance $2,095,000 of Taxable General Obligation Bonds with the help of Ehlers Financial consultants. At its monthly meeting on Monday, Feb. 1, the board was informed by Ehlers associate Brian Roemer that the bond sale went even better than expected, and the village will save more than $485,000 in interest over the life of the loans.

In a video teleconference call Roemer said the point of doing the sale was to realize savings by doing the restructuring. Bids for the Coleman bonds had been taken at 10 a.m. that morning. There were four bids, "which is good," and the overall true rate, including cost of issuance, was 1.78 percent interest, which he considered very, very good. Refinancing was for bonds and/or loans originally taken as water revenue bonds, state trust fund loans and TID revenue bonds. The TID re-financing alone brought over $130,000 in savings compared to the State Trust Fund loan, and added that thanks to the reduced interest, the water utility will now be able to pay its bills.

Progress continues toward Village of Pound abilities to enforce its ordinances, thanks to Coleman's approval of a contract for the services of Police Chief Ida Soletske as code enforcement officer for the neighboring village. Soletske already serves as code enforcement officer for the Towns of Pound and Grover through a contract with Coleman.

Among other action at the meeting was approval of an operator's license for Tanya Pasek and a liquor/tobacco license for The Green Lantern under new operators Dennis Lasky and Shanon Knope, who are leasing the bar from its present owner. Lasky and Knope also operate Cheers II, another bar in the village.

Near the end of the meeting Trustee Jeff Gosa gave the monthly activities report for Coleman's part of the Northeast Wisconsin Municipal Court. Judge Clifford Patz was present for the meeting, and an audit in progress became a subject of discussion.

Gosa said he had met that morning with auditors fom the firm of Clifton, Larson and Allen, LLP of Green Bay, who are in the process of doing an audit for the municipal court, and commented, "It doesn't seem like things are going well between the court and the auditors." He said there was to be another meeting with the auditors the following day, Tuesday, Feb. 2, and if things are not settled then they might need to hold a special Village Board meeting.

Gosa said the auditors told him they had sent a request for more information to Court Clerk Katie Torres two weeks ago and had not yet received a response.

Patz said there had been a meeting with the auditors scheduled for Wednesday, Feb. 3, but he had not been aware of plans for a meeting on Feb. 2.

Torres was not present for the Village Board meeting and no one knew Monday evening if she would be available to meet with the auditors on Tuesday.

Trustee Nancy Stank, Finance Committee chair, commented they had already paid $1,900 for the audit.

Patz assured Gosa and the rest of the board that, "After this meeting we'll figure out what the auditors need and it will all work out." He said the meeting had been set for Feb. 3, and now the auditors had changed it to Feb. 2 without informing them.

Gosa said the auditor told him he had sent an e-mail and a fax on January 13 and January 18. Gosa addd he planned to stop in on Tuesday to talk to the auditor again, and commented that it would cost a fortune if the auditors need to keep coming back.

Elijah Behnke, of rural Pensaukee, one of the three Republican candidates hoping to win a spot on the Spring election ballot to replace Assemblyman John Nygren of Marinette, introduced himself to the board and gave a little information on his background and his reasons for running for office.

The board unanimously approved a resolution that changes the regular monthly meetings from the first Monday of each month to the second Monday at 6 p.m.

During discussion of the contract with the Village of Pound for Soletske's services code enforcement officer at the rate of $60 per hour plus mileage, Village President Glenn Woulf said he had talked with Soletske and was told she thinks the plan is fine, and will not hurt law enforcement for the village. Gosa said he has never heard any complaints about Soletske from the Town of Pound.

At the urging of Trustee Sean VanErmin the board agreed to add a $30 per call minimum to the contract, which equates to half an hour of time. VanErmin had been concerned about how Coleman would charge for a one-minute phone call. Woulf asked if Soletske would be issuing traffic tickets for Pound and was told no, the tickets will only be for ordinance violations, like dogs or other animals, junk in yards, etc.

VanErmin initially had suggested a $60 or one-hour minimum charge, but agreed to reduce that half hour, which equates to 30 minutes. He suggested having a minimum might encourage Pound to turn in several complaints at the same time.

They agreed contracts with the other Municipalities will also need to be changed to include the half-hour minimum charge.

The fire department responded to seven calls in January. Of them, two were controlled burns, two assists for Coleman Rescue, and one each for a C20 detector alarm, semi fire and mutual aid for Pond-Brazeau fire. Training in January was a walk through at Coleman High School to learn the fire system and dangers firefighters could face. There had also been training on radios and C20 detectors, and discussion on fund raisers for the year. The new equipment van is in service.
