
Crivitz Hires New Officer, Makes 4th of July PlansIssue Date: March 31, 2021 Preparations are underway for the Village of Crivitz to have its traditional 4th of July celebration this year. Most Independence Day events were canceled last summer due to the Covid-19 restrictions.
At its monthly meeting on Wednesday, March 24 the board approved paying up to $11,900 in expenses connected with the Fourth of July festivities. They allocated "not to exceed" amounts of $8,600 for Spielbauer Fireworks, $1,500 for Brass Differential Band, $800 for Jumpin' Good Times, and $1,000 to Harding Portables for temporary restroom facilities at Legion Park. Voting in favor with all members present were Trustees Michael Strandt, Stu Swanson, Amy Grandaw, Gloria Kainz, and President Jeff Dorschner.
The board also approved a street use permit requested by the American Legion for the parade beginning at noon on Sunday, July 4. The parade route will be almost exactly the same as prior years, but the permit provides for "following the details and route described on their application." Strandt abstained and everyone else voted in favor.
Then, with everyone voting in favor, the board approved a temporary Class B beer and wine license to Jerome Swanson and Larry Lundberg, event managers for the American Legion. The license will be effective on Sunday, 4 from noon to 9 p.m. at the John Shaffer Pavilion. The license was approved "...provided wrist bands are issued and grounds monitored to control underage drinking."
The village itself will also be beautified. The board approved the purchase of a fully painted large metal eagle sculpture to be placed at Triangle Park. It is to be purchased from Jim Hatton for not more than $4,000, and is to be delivered in time for installation before the July 4 weekend. Again approval was unanimous.
Also approved without dissent was the purchase of flowers, soil, fertilizer, and planting 22 bench planters and the Village Hall flower boxes from Sharkey's Floral for $2,660. The price includes 10 jars of extra fertilizer.
The board without dissent approved hiring Spencer Elias for a part-time patrol officer on the village police force at $22 per hour. He is not to work more than 1,120 hours a year. Candidates for the position had been discussed at a 15-minute closed session of the Public Safety Committee just prior to the 6 p.m. board meeting.
Also approved was hiring Blake Bonikowske as a firefighter effective March 4. He is a former Cadet firefighter and has graduated from entry-level firefighter training. He is the son of Assistant Fire Chief Jeff Bonikowske. Hiring was made effective March 1 so he could attend the new NWTC firefighting classes that started March 16.
The board agreed to accept Dave Malke's offer to buy a portion of a village-owned parcel for $2,000 plus closing costs, with the exception of the north 30 feet, which will be retained by the village. The sale is contingent on the successful abandonment of relevant sections of 11th Alley and Tena Ave., which are unused.
With little discussion, the board approved a certified survey map for Jim and Peg Zielinski as prepared by Hugh Guy.
Operator's licenses to expire on June 30, 2022, were approved for Jason Vaness and Brandy Lassanske, both of whom had achieved satisfactory background checks.
Village Attorney Frank Calvert had revised provisions of an ordinance governing unlicensed motor vehicles as discussed at previous committee meetings, and the revised ordinance was approved without dissent. The main change was allowing two unlicensed motor vehicles on a property instead of only one.
Strandt cast the sole opposing vote on the adoption of a policy regarding remote meeting procedures using Internet meeting services.
The board accepted the League of Wisconsin Municipalities Insurance coverage for a one-year term for an estimated annual premium of $30,582, approved the purchase of a wastewater treatment facility incubator for $2,700; payment of $1,960 from the Sewer fund for dome lights for the wastewater treatment plant; payment of $200 to purchase a sanitizing steamer for the village hall, and payment of $4,075 to Richlen Excavating for work to control flooding at the compost site.
Clerk Marilyn Padgett reported briefly on a League of Municipalities and National League of Cities webinar on what can be expected from the American Rescue Plan, the most recent round of federal funding related to the covid pandemic but this time spending is apparently not limited to Covid related expenses. She said much information was shared, but much remains unknown.
