Northway Drive, Track 13 E Open Permanently For ATV/UTV Use

Issue Date: May 20, 2021

At its meeting on Tuesday, May 11 Athelstane Town Board agreed to permanently open Northway Drive and Track 13 East to ATV/UTV traffic. In June of 2018 there was a motion made and passed to open the two roads for ATV/UTV traffic on a one- year trial basis. At the Town Board meeting in May of 2019 a motion had been approved to extend the trial period for an additional 2 years - to 2021. Tuesday's decision means the roads will remain open for the recreational vehicles unless there is further Town Board acton in the future.

Present for the meeting were Town Chair Kelly Barnes, supervisors Denis DeJardin and David Jose, Treasurer Greg Reinhardt. Clerk Janice DuChateau, Fire Chief Scott Durian and eight other members of the public.

The board approved a temporary Class B Beer license for Near North Trail Riders of Athelstane for their open house on Saturday, June 5, and approved three Operators' Licenses as submitted.

Barnes commented the U.S. Department of the Treasury has released its interim final rule for state and local governments, specifying how they may use funds provided through the American Rescue Plan Act. He noted the guidance is 150 pages long. Wisconsin Towns Association (WTA) is currently analyzing it and they will keep the towns informed, Barnes said.

Barnes warned everyone to be prepared for future increases in what the town pays for EMS services. All rescue squads in the surrounding area are paying their volunteers something, he said, and added that Athelstane has no EMT's, no EMR's and no drivers on the Silver Cliff Rescue Squad. He and Supervisor Bill Jose are on the board of directors.

Barnes reported the Board of Review was held and no one appeared.

DeJardin commented they had a great Clean Up Weekend.

Reinhardt asked about the status of the benches in the cemetery, and about construction of the boat landing on Glen Lake. He was told the pier will be 5' X 30' and will be constructed of aluminum. Some components were purchased from a company in Florida. The ramp going down into the water will be concrete.

Greg said he has in his possession several volumes of pictures taken at town events throughout the years. He will bring them to the town hall for anyone to view.

Fire Chief Scott Durian reported the department had one meeting, two training meetings and several fires in the past month. there was a wildland fire on Smiley Road, a van fire on Lost Lake Road, a lightning strike on Halhweg Road and a car accident on Perch Lake Road. Fire inspections are being done by Gary Welsch.

Durian also gave the Planning Commission report. He said a variance request was reviewed and, in accord with state statutes, it was recommended for denial under the 25 foot rule due to the neighbors' property building.

Reinhardt's Treasurer's report showed $10,042.37 in Checking,$328,919.12 in General Money Market, $153,348.68 in Tax Money Market, and $121,301.33 in the Local Government Investment Pool for a total of $ 613,611.50.

In the highway report, Durian said work is being done on the pier for Glen Lake. Brushing chopping and patching roads is being done and a culvert is being repaired on Eagle River Road.

There was discussion on a variance request from an individual on Blueberry Ave. There are multiple issues here: The building was constructed without acquiring a building permit. The building was built 3 feet from one property line and 5 feet from another property line and our ordinance states the set backs are 15 feet from the property line. Also, state law says there has to be a 25 foot aggregate between buildings. Motion by Jose to deny the variance request was seconded by DeJardin and all voted aye, so the variance w denied.

The Annual Road Tour was set to start at the Town Hall at 9 a.m. Wednesday, May 26.
