Clerk Clarence Coble Adresses Town Board

Town Clerk Clarence Coble spoke in public comment at the Town of Peshtigo Board meeting on Tuesday, July 20.

Coble stated: My name is Clarence Coble. I am here to speak to the Town Board as well as to the residents of the Town of Peshtigo. I am making these comments under the public input agenda item as a resident of the Town.

I decided to address the Town Board under public comment due to the fact that some board members don't believe that the Clerk and Treasurer have important information to share with the board, as â€they†make decisions for the entire Town of Peshtigo. Comments from some board members are made that we are no different than the town residents, therefore the board is not interested in what we have to say. This is referenced in the code of ordinances under Section 2-134 C2B. I think you need to read it!

The next issue is: Some members of the board making it very clear that they are a Supervisor and they should be able to access the town files and office equipment copier, computers, fax machine and printer, etc. The reasoning they state, is that it was purchased by the taxpayers, therefore they should have uncontrolled access to the equipment. They are partially correct, it was paid for by the taxpayers of the Town, but for use of the office personnel to carry out their duties NOT for everybody in the Town to have access.

Secondly, as far as uncontrolled access to the official town records would be a big mistake, as the files are the official record of the Town, and therefore are controlled by the Custodian of Records. I am willing to show or provide to anyone who requests to see records of the town, but it would be with control of custodian of such records. To allow anyone access to town official records would be a HUGE mistake and actually against our code of ordinances.

So as far as I am concerned, as long as I am the Town Clerk, NO-ONE will have untethered access to town files and equipment in the office. That is based on the fact that you are not the Custodian of Town official files. I also do not believe that would be what the majority of town residents also believe.

Also in checking with other government offices, there are NONE that provide free access to town office equipment and files to anyone from the town and/or board members.They all work with the Clerk and Treasurer for what they need.

Coble then said: The special meeting called by Cindy Baur for the June 9 meeting with listed item (#7) 'Discuss the leave and temporary replacement of the Town Clerk and make decisions according to the ordinances, laws and town personnel policy', to replace the town clerk due to absence and incapacitated. Cindy Baur, I would like for you to provide your rational for such a move and if you acted alone in this item. I don't believe being out of the office one day wth the Town Chair knowing why, would warrant this. I would like to know under what authority you feel you had to replace the Town Clerk! And I still don't have the minutes from that meeting. You need to provide me with the minutes to be put in the town file.

Another topic I would like to bring up is the fact that the Town of Peshtigo is a Government body and as such has the authority granted it under state statute, Nothing More! Nothing Less!

The Town of Peshtigo has a code of ordinances created and directed by state statute. It doesn't give the Town Board authority to do as it pleases. It can do what is allowed under state guidelines.

So to recap: The Town operates under State Statue - Code of Ordinances and the Wisconsin Towns Association provides a book to help board members guide themselves in the performance of their duties as board members.

It is my belief that Board Members, as well as other Town Officials, would be wise to be familiar and understand at least these three documents. Items should NOT be taken out of context without understanding the WHOLE topic being addressed of the topic they are researching. I believe this is the LEAST a town official should know.

One last item: We are the Town of Peshtigo NOT the Township of Peshtigo. All the ships are built in the City of Marinette.

In talking with other officials from the Town of Peshtigo, it was noted that Coble was working remotely on the Town's laptop, answering emails and taking phone calls to continue to serve the town residents.

In support of the Treasurer, Rettke has many years of experience in finance and accounting, has a lot of knowledge and is doing a great job.

Both the Clerk and Treasurer have a wealth of knowledge and are doing an excellent job. The Town should be very thankful to have them as part of their team.

This kind of dedication and hard work does not warrant the kind of treatment they are receiving by some of the Board members.
