County Board Okays Airboat Funding, Supervisory Districts

Issue Date: September 23, 2021

After considerable discussion at its meeting on Tuesday, Sept. 21, Marinette County Board agreed by a 15 to 11 vote margin that the county will provide $43,900 to help the City of Marinette Fire Department buy a Search and Rescue Airboat. County Administrator John LeFebvre and Board Chair John Guarisco were among those who advised against providing the funding. Several City of Marinette and Town of Peshtigo supervisors spoke in favor, and Supervisor Stan Gruszynski, of District 11 Porterfield, noted the county is surrounded by water, and residents of his district and other areas are mobile and often go fishing under treacherous conditions on the Bay of Green Bay and other lakes and rivers in or near the county. Full price of the airboat is $236,000.

The county support comes with promises that the vessel will be used for search and rescue missions anywhere in the county. This boat can be used year-round, but its main purpose is to assist with search and rescue missions on waters that are covered, or partially covered, in ice, where other vehicles cannot venture.

With little discussion and no dissent the board approved new boundaries for the county's 20 supervisory districts as recommended by the Development Committee. Before approval, supervisors were assured no supervisor is being put out of their district. Administrator John LeFebvre said in the only district that ended up with two supervisors, one has announced that she does not intend to seek re-election.

The board also approved the MarOco Landfill budget for the coming year, backed a resolution supporting designation of the Bay of Green Bay as a National Estaurine Research Reserve, and approved a $5 increase in the amount supervisors are paid for attending committee meetings. Supervisors now receive a $200 per month salary whether they attend meetings or not, plus $50 per diem and mileage compensation for each County Board meeting they attend, and $30 for each committee meeting they attend, not to exceed three per day. The $5 raise will go into effect after elections in April of 2022, and will bring the committee meeting per diem to $35. Separate per diems are paid only if the meeting is separated from other meetings by time and location.

Without dissent, the board agreed to sell the City of Marinette five county-owned properties in the city for a total of $5,574.14 plus the cost to prepare and record the deeds. The properties are to be used for a housing development project.

Renewal of a 5-year lease with Niagara Area Medical Society Ltd. for its building at 615 Washington Avenue in the City of Niagara at $1,000 per year was approved without dissent, subject to Corporation Counsel's review and/or cleanup of current lease language. Niagara Supervisor Al Sauld said the the physician who has his office in the building pays the Medical Society $1,500 per month rent, and that money goes for care and maintenance of the building. He said they recently spent $45,000 to remodel it. The money raised also provides scholarships for northern Marinette County students. Sauld said having a doctor there is beneficial for everyone, and patients come from as far away as Coleman.
