Town of Stephenson Airs Dog Complaints

Issue Date: July 20, 2022

A discussion on barking dog complaints grew so intense at the Town of Stephenson monthly board meeting on Wednesday, July 13 that it was ended by Town Attorney Kim Coggins, who asked the presenters to either focus on what the agenda item is or they will not be allowed to continue.

Coggins then spoke to the Board about provisions of the Ordinance, and Town Chair Mike Kudick stated that there were three written complaints filed. Kudick said he and Attorney Coggins would meet with the Code Enforcer after the meeting and take action in accord with the Ordinance.

The evening for the town board began at 6:30 p.m. with a public hearing on a petition filed by Brian Wruk for a setback variance on a property located at W11503 Archer Lane. Wruk said there was a cabin on the land and he is using the slab for a garage. There are a shed and well house near it making it difficult. He said the garage was going on an existing slab and a perimeter was poured around it to make it square. There is also a main power transmission line nearby that he has to avoid and he is trying to keep the garage as far off that easement as possible.

Later in the meeting Wruk's variance request was approved after a motion by Supervisor Jeff Lieuwen, second by Supervisor Jim Stradal, and carried with one abstention.

Chairman Kudick called the regular monthly board meeting to order at 7 p.m. Roll call showed those present were Kudick, Supervisors Jeff Franzmeier, Lieuwen, Andrew Rogers, and Stradal; Treasurer Mary Jane Kempka, Attorney Coggins, and Clerk Elaine Olson, along with 24 others.

One bid was received for roadwork for 2022. After some discussion Lieuwen moved to accept the bid from Scott Construction for St.Paul Road from Outlet Road to County W for $218,900; Wood Duck Road from St. Paul Road to the loop for $71,500; Ranch Road rom the west end to Caldron Falls Road for $395,400, and St. Paul Road from County W near Crivitz to the corner for $157,400. That motion was seconded by Stradl and approved with no dissent.

Kempka's financial report was accepted as presented, as were minutes of previous meetings. Bills were approved for payment.

Under correspondence, Olson stated she had received information that the second half of the ARPA funds were sent.

Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Building Inspector by Jane Meissner, and Code Enforcer by Diahann Graham. There was no report from Public Works and Water Patrols.

Carrie Brazeau, a candidate for Marinette County Clerk of Courts, introduced herself and gave a history of her experience in the Marinette County Clerk of Courts office as a Deputy Clerk and as a Legal Assistant for 15 years prior. Brazeau stated she is self-motivated, a hard worker, and a strong leader and asked for support in the primary election on Tuesday, Aug. 9.

On behalf of Rob Kamps Surveying, Lieuwen presented a survey for the DNR for one lot and two outlots with ingress and egress to Fabian Lane. The certified survey was then accepted, with Lieuwen abstaining and the remainder of the board voting in favor.

The transfer of Entitlements for Block Grant 104 ??2019, Block Grant 112-2020, and Block Grant 120-2021 were approved with a motion by Supervisor Rogers, second by Supervisor Franzmeier, and carried.

Operator's licenses, to expire on June 30 of 2024 were approved for Dan Pirlot, Abigail Barley, Sarah Grulkowski, Dana Nickel, and Sheila Bins.

There were no public comments, and the meeting was adjourned at 7:55 p.m.
